This force appeared to be a common mercenary corporation, but many of the extremely dangerous incursions turned out to be the handiwork of this `Fallen Angel`. Intelligence agencies from all over the world guessed `Fallen Angel` was actually founded by the missing Fox. In fact, Fox not only survived after that mission, he obtained some unknown power. A top-secret report exposed the true aims of `Fallen Angel`, to loot the ancient ruins and acquire the most valuable cultural relics from all over the world.

The duty of cracking down on the rogue `Fallen Angel` group was given to another underground mercenary faction, known as `Justice Hand`. It was composed of former members of the elite armed forces from the nations of the world. This organization stated their mission was to safeguard global peace and stability, taking `Fallen Angel` as a volatile threat that had to be erased.

In 1991, to facilitate the exploration of a recently discovered underwater site, `Fallen Angel` provoked a civil war in Somalia, which led to constant attacks on trade by the pirates that infested international waters. This chaotic situation gave `Fallen Angel` the chance to strike, yet again. Though intel hasn’t been able to uncover the motives of `Fallen Angel` this time, `Justice Hand` decided to infiltrate Somalia and stop their opponent in their tracks. This rash action garnered a severe counter-attack by `Fallen Angel`, bringing the rivalry to a global struggle for dominance. At last, their conflict resulted in an intense battle that greatly shook the foundations of the modern world. In the years following the war of 1991, `Fallen Angel` and `Justice Hand` fought countless battles for territory and resources. Both tasted victory and defeat, but neither was able to find a way to completely destroy the other.

As time went by, `Fallen Angel` finally made remarkable progress from the exploration of an ancient ruin. A strange kind of accelerated gene was developed to improve on a human’s physical power. To get closer to the goal of creating the perfect soldier, `Fallen Angel` quickened the progress and performed more experiments, far beyond the limits of morality. Meanwhile, horrible news spread across the world that more and more failed experiments were being released into the world, bringing reports of zombies and almost other worldly creatures.
